The European Youth Forum has launched its call for applicants to be the European Youth Capital in 2015.
A European Youth Capital is a title awarded for the term of one year to cities who have distinguished themselves as going above and beyond in youth empowerment. These cities are selected for having presented an ambitious plan of action for encouraging youth involvement and empowerment within their city, giving young people the space and the necessary support to participate in decision making processes.
Who can apply?
Any municipality or groupings of municipalities that make up a metropolitan area within the European Union or the Council of Europe is welcome to apply. However, while anyone can suggest a town or city to run, the documents required must be submitted by the local authority. As for the requirements of the city itself it is necessary only to have the drive, passion and resources to create a progressive and empowering environment for their youth to thrive. They should be willing to work along side youth organizations and young individuals in developing an innovative program that will distinguish them as leaders in youth empowerment. They must also be willing to show that they are committed to dedicating the resources necessary for putting their ambitious programmes into place.
How to Apply?
However, the necessary documents must be submitted by the local authority.
The documents required for the application are as follows:
- Application Form: A completed application form {application form} and any documents required therein to be submitted in both PDF and word format. Applications will only be accepted if they are complete and completed according to the format requested, as this is the only way for the jury to fully compare candidates. Information requested in the application form is developed on the basis of the experience of previous European Youth Capitals and on the expectations of the European Youth Forum, an expert on youth participation.
- Support Statement of the City: Written proof of the town or city in question's interest in running for the European Youth Capital. This document should be signed by the the head executive of the applicant. Only the city government can commit in advance to the European Youth Capital project, and it is only with the support of local authorities that an application may be considered.
- Support Statement by Youth Structure(s): A statement of support by one or more independent local or regional youth structures. If no local youth council exists, a relevant coalition of local youth NGOs may support the application of the municipality in written form. It is of utmost importance that young people be involved throughout the duration of this process including project design, preparation, implementation and evaluation. Youth ownership is an absolutely crucial part of the empowerment that stands at the heart of the European Youth Capital program – answering the needs of young people through an integrated youth policy “by young people, for young people” It may also be beneficial to mention the extent and type of support they will be providing, whether it is financial and/or participatory for example.
Any municipality wishing to apply for the European Youth Capital title must submit a thorough description of all the ambitions the municipality wishes to achieve during their term as European Youth Capital as well as their long term impact. A roadmap toward achieving these goals is also required along with a perspective budget, timeline and a detailed account of how young people will be involved in the process.
